Catherine and Robert Harrow are an upper middle class couple living in Canberra, Australia. Catherine is a surgeon, Robert a high level public servant working for the Department of Immigration. They appear successful and comfortable yet they live their private life in anguish because they cannot conceive a child. Into this volatile situation arrives Ali Hadji, an Iraqi refugee recently released from an Australian detention centre on a temporary visa.

An educated Indonesian man flirts with a young Australian girl on a Bali beach. A policemen recounts the horror of a terrorist bombing, a muslim woman rages at late night television and two drug traffickers have second thoughts in a cheap hotel room. Set on the eve of the Bali Bombings - each of these stories and many more are interwoven through-out the play, creating a tapestry of modern Australia, culminating in the event that shook the nation.
